
InterPlan was selected as part of the Lochner Design Team to provide preliminary design for the Southern Parkway Segment 6, SR-9, in order to allow for advance right-of-way purchase of this corridor. This existing arterial street is forced to play serveral transportation roles in serving as the final segment of the Southern Parkway belt route in south-eastern Washington County as well as continuing to serve the rapid growth in Hurricane City and as a gateway to Zion National Park. Traffic analysis plays a significant part in this analysis in terms of understanding phased capacity analysis and demand as well as the demand for various local and thru movements.
InterPlan used the recently calibrated Dixie MPO QRSII model to adjust land uses and revise completion phases for the Southern Parkway and other related projects in the study area. Specific model tasks included update of land use inputs based on GOPB control totals as provided by the Dixie MPO and through review of pending or possible development plans as provided by Hurricane City. Traffic analysis used forecasts derived from the travel model to determine operational needs of the corridor while addressing safety priorities and stretching the right-of-way preservation funding through a phased approach.
As part of the Lochner Team, InterPlan considered a wide range of expressway alternatives ranging from traditional freeway standards to innovative express lane concepts. Various expressway concepts were evaluated to determine the most cost effective approach for maintaining the multiple roles of SR-9 as it evolves from an arterial street serving multiple private access points to an expressway as part of the Southern Parkway belt route.
